NPCA VP Position
NPCA seeks a highly motivated, skilled, and strategic community leader to join our team as the Vice President, with primary oversight over the organization’s advocacy and membership engagement programs. This individual will work with NPCA’s senior leadership to strategize, shape, and advance NPCA’s advocacy and membership engagement agenda. The successful candidate will support NPCA leadership and staff in building and implementing strategies that promote the Peace Corps and National Service, engage NPCA members and affiliates, and support the promotion of justice and peace activities.
This position will advance key public policy initiatives, including appropriations, legislation addressing the Peace Corps, and national and state policies designed to recognize, honor and support the Peace Corps and its alumni. This position will also have oversight for advocacy related events and the nationwide network of volunteer advocacy coordinators and other supporters.
Finally, in addition to setting strategic priorities and providing oversight of advocacy related activities, the Vice President will work directly with congressional members, offices, and staff on Capitol Hill, the CEO and influential RPCVs to advance NPCA’s policy objectives and strengthen our legislative influence.

Hiring Timeframe: This new position at NPCA will be recruited by the end of the year with a desired start date of January 2, 2026.
Key Responsibilities:
Advocacy
Collaborate with the President/CEO on the development, expansion, and outreach strategy to engage and support high profile, “grasstops” advocates to support the Peace Corps at key moments in the legislative process.
Develop, implement and evaluate NPCA’s advocacy strategy for Peace Corps appropriations.
Identify and document NPCA actions/legislative pieces that NPCA led/launched that have strengthened/expanded the visibility of the Peace Corps and the community
Identify, develop and implement strategies to advance NPCA advocacy efforts that support Peace Corps policy, including advancing legislation that supports and advances the benefits for Peace Corps Volunteers and RPCVs.
Create and lead a community feedback mechanism program through which NPCA can receive community feedback for the Peace Corps network leadership.
Relationship management
Analyze legislative developments and policy issues relevant to NPCA’s mission, advising NPCA staff on their potential impact and provide recommendations for strategic responses.
Build and maintain strong relationships with legislative staff on Capitol Hill, effectively communicating NPCA’s policy positions and advocating for legislative support.
Plan and carry out virtual or in-person advocacy community gatherings, including regular advocacy updates and occasional advocacy training.
Lead annual Capitol Hill advocacy events,which may include: a) NPCA’s National Days of Advocacy in March and April (including an annual Capitol Hill Day of Action in early March); and, b) state/local advocacy mobilization during August and September.
Monitor and report on advocacy efforts and outcomes, ensuring alignment with NPCA’s strategic objectives and maximizing impact.
Oversee the management and expansion of NPCA’s nationwide network of volunteer advocacy coordinators, providing them with strategic guidance, resources, and support.
Oversee the management and operations advocacy letter writing and community building software, in order to mobilize, expand and support NPCA’s nationwide network of volunteer advocates.
Oversee the development and expansion of NPCA’s state/local advocacy legislative initiatives, including resolutions honoring the Peace Corps, and state/local legislative initiatives honoring and supporting returned Peace Corps volunteers (RPCVs).
Oversee the research and update of key advocacy resources, including profiles of every member of Congress.
Support planning and programming for NPCA’s annual Peace Corps Connect Conference, including organizing a Capitol Hill advocacy day during years when the conference is held in the Washington, DC area.
Membership Engagement
Oversee the strategy development to increase group and general membership engagement
Oversee the group reaffiliation process and annual data collection process
Collaborate with the Chair of the Affiliate Group Standing committee to support state and local advocacy strategies that impact Peace Corps, Peace Corps volunteers, and Returned Peace Corps Volunteers
Communications
Collaborate with the CEO and communications consultant to develop a communications strategy
Collaborate with the communications team to develop highly effective advocacy materials and campaigns that convey NPCA’s message to diverse audiences. This includes profiling the accomplishments of RPCVs as a key component of advocating for further support of the Peace Corps.
Collaborate with the CEO to ensure that external messaging is in line with the organization’s vision
Support content review
Assist with advocate media outreach to promote and support the Peace Corps, through op-eds, letters-to-the-editors, feature stories, social media, and more.

Other
Recruit and manage interns to support assigned working
Assist with NPCA advocacy-related fundraising and grantwriting
Tasks as requested by leadership
Required Qualifications
At least 8 years of experience with community organizing, including volunteer program management
At least 3 years experience managing volunteer networks and building collaborative relationships across diverse groups.
At least 3 years experience working directly with legislative staff on Capitol Hill.
Proven understanding of the legislative and appropriations processes
Demonstrated ability to use a non-partisan approach to NPCA advocacy initiatives.
Exceptional leadership and networking skills
Demonstrated ability to organize, prioritize, and manage multiple projects simultaneously with attention to detail and deadlines
Demonstrated ability to function as an enthusiastic member of a team and as a trustworthy individual representing constituent interests
Excellent communication skills, both written and oral, with the ability to effectively articulate complex policy issues and NPCA’s advocacy positions
Strong analytical and problem-solving skills, with the capacity to analyze policy developments and advise on strategic responses
Commitment to NPCA’s mission and values, with a passion for peace, community service, and global engagement
Preferred Qualifications
Demonstrated capacity to provide analysis on the immediate and long term impact of policy decisions on Peace Corps
Experience lobbying and/or conducting public policy advocacy, ideally in the international affairs arena and/or working on Capitol Hill
Experience in nonprofit management and event planning
Familiarity with the Peace Corps community and issues affecting returned volunteers.
Returned Peace Corps Volunteer preferred
Technical Skills
Knowledge of Google Drive applications and advocacy/lobbying platforms.
Database experience: 1 year (Required)
AI knowledge, a plus
Education
Bachelor’s degree in political science, public policy, or a related degree.
Advanced degree in a relevant field preferred
Schedule
Monday to Friday
To accommodate our volunteer advocates, regular evening weekday meetings and occasional weekend activities should be expected
Occasional travel to meet with community members should be expected
Job Type: Full-time
Pay: $120,000.00 per year
